Attorney Bios
Eileen Bergmann
Eileen has been an attorney since 1987. She graduated cum laude from William Mitchell College of Law. She obtained a B.A. in philosophy and political science from the University of Minnesota in 1984. She practices law with the Biglow Family Law Offices in Minneapolis, MN and her private practice includes Criminal Defense, Civil Litigation, Real Estate and Probate Law. In addition to being a board member of Criminal Defense Services, Inc., Eileen is also a member of the Minnesota Association of Criminal Defense Lawyers and the Ramsey County Family Violence Coordinating Council.
Shawn M. Betts
Shawn Betts has been practicing law for 23 years, handling all levels of criminal cases. He is a current member of the Minnesota State Bar, the Minnesota Association of Criminal Defense Lawyers, the Ramsey Co. Bar Association & the Washington Co. Bar Association. His legal experience includes being the Administrator of the Washington County Criminal Defense Panel, a founding member of the Dakota County Defense Panel, as well as serving as an attorney and Board of Directors Member with Criminal Defense Services, Inc. Shawn has also worked as a Prosecutor for the cities of Maplewood and White Bear Lake and been the presenter for several Expungement Clinics and CLE's.
Douglas Biglow
Douglas is an attorney in good standing in good standing who has been licensed to practice law in the State of Minnesota since 2012. His office is located in Minneapolis, Minnesota. Five members of the Biglow family practice law together with the Biglow Family Law Office in Minneapolis, Minnesota, including: brothers Mark, Mike and John Biglow, sister Eileen Bergmann, and Mark's son Douglas. Douglas previously worked for the Washington County Attorney's Office, Hennepin County District Court and Saint Louis Park. He obtained his J.D. from William Mitchell College of Law.
Peter H. Dahlquist
Peter has earned a reputation as an aggressive advocate for his clients. His efforts have resulted in successful results for clients charged with homicide, serious assault, DWI, theft, and juvenile matters. His practice is statewide. He has represented hundreds of indigent clients as an attorney with the Ramsey County Public Defenders office. During law school, Pete worked in the Appellate Office of the State Public Defender drafting appellate briefs and motions for post conviction relief for dozens of clients.
Anthony Deutz
Tony was accepted to the Minnesota Bar in 2007 and has practiced in the area of criminal law since 2010. He spent 4 years with the Ramsey County Public Defender's Office where he gained a
wealth of experience. He is an active member of the Minnesota State Bar Association as well as the Ramsey County Bar Association and he has taken cases all over the state.
Tony has a proven track record of developing client relationships and fighting diligently on their behalf. He has handled all types of criminal matters including misdemeanors and felonies.
Randall Kins
Randall A. Kins represents clients in all levels of criminal charges with a particular interest in defending those accused of DUI/DWI. The most rewarding part of his job is "representing clients who feel hopeless. Every person accused of a crime is an individual with constitutional rights which cannot be brushed to the side even though they may appear guilty. My best days in court are when holding the state to their burden of proof results in an outcome that puts my client in a better place."
Randall graduated from the University of Minnesota with an undergraduate degree in Psychology and later from the University of St. Thomas School of Law. He is licensed to practice in Minnesota District Courts, Wisconsin District Courts, and the Federal District Court of Minnesota. He is a member of the Minnesota Association of Criminal Defense Lawyers, Ramsey County Bar Association, Dakota County Bar Association, and was named one of the “Top 10 Criminal Defense Attorneys Under 40” in Minnesota by the National Academy of Criminal Defense Attorneys.
Toni M. Lee
Toni M. Lee has earned a reputation as a zealous advocate with a human touch. Her advocacy leads to excellent results for her clients. Besides being a highly skilled trial attorney, Toni is very skilled at negotiating favorable outcomes that consider each client's individual needs and potential collateral consequences.
During law school, Toni worked as a Certified Student Attorney in the Criminal Appeals Division of the Ramsey County Attorney's Office and was an Assistant Editor of the William Mitchell Law Review. Upon graduation from law school in 2004, Toni worked as a Judicial Law Clerk to the Honorable Douglas G. Swenson in Chisago County. Following her clerkship, Toni worked for five years as an Assistant Public Defender in Ramsey County where she represented thousands of indigent clients. In 2010, Toni founded The Advocate Law Firm, LLC. Her private practice focuses on criminal defense, civil commitment defense, and professional licensure defense.
In addition to being a Criminal Defense Services, Inc. panel member, Toni is a member of the Hennepin County Bar Association's Misdemeanor Defense Panel and the Hennepin County Commitment Defense Project. She is licensed to practice law in Minnesota and California.
Daniel L. McGarry
Daniel L. McGarry is an attorney at Collins, Buckley, Sauntry, and Haugh, PLLP. He grew up in Saint Paul, Minnesota, and received his Bachelor of Arts from Marquette University, and his Juris Doctor from William Mitchell College of Law. Daniel's practice is 75% litigation involving criminal and civil litigation. He is licensed to practice in Minnesota and U.S. District Court for the District of Minnesota.
Daniel represents criminal clients charged with a felony, gross misdemeanor, misdemeanor, or petty misdemeanor. Daniel protects and asserts a client’s rights and establishes defenses for any alleged criminal charges or behavior. Daniel McGarry can also negotiate with the police or prosecutors while a matter is still being investigated but not yet charged.
Daniel McGarry is an active volunteer in the Twin Cities community. He has previously served as Legal Counsel and on the Board of Directors of the Saint Paul Jaycees Charitable Foundation, the Saint Paul Jaycees, and the Minnesota Jaycees. Daniel McGarry is a panel attorney with Criminal Defense Services in Ramsey County representing low income clients charged with misdemeanor and gross misdemeanor charges. Daniel McGarry has also volunteered for the Pro Se Project in U.S. District Court for the District of Minnesota.
Xavier Martine
Xavier Martine grew up in Saint Paul. As a Minnesota native, he has always sought to help others. Xavier served in the United States Navy as a Nuclear Engineer. He then went on to law school at the Mitchell Hamline School of Law and graduated with honors magna cum laude. He participated in Law Review and two Moot Courts. In addition, he served as the President of the Mitchell Hamline Latino Law Student Association.
Xavier is licensed in the Minnesota District Courts and Federal Court. He is also a member of the Ramsey County Bar Associations, Hennepin County Bar Association, Federal Bar Association, Minnesota Hispanic Bar Association, and the Minnesota Society for Criminal Justice.
Luke Rezac
Luke Rezac graduated from the University of St. Thomas School of Law in 2011. During law school, he was honored with the Dean’s Award in Jurisprudence as well as the 2011 “Living the Mission” Award for having completed over 750 hours of volunteer work. Luke was a certified student attorney with the Neighborhood Justice Center in law school and has been volunteering weekly with the organization since becoming licensed in 2011. In 2016, he provided nearly 900 hours of pro bono service for the benefit of indigent clients through the Neighborhood Justice Center. Luke was awarded the 2015 Second Judicial District Pro Bono Award for pro bono legal services provided to residents of the Second Judicial District, has volunteered as an attorney for the Criminal Defense Panel in Dakota County, and has held clinics and informational seminars at battered women’s shelters and libraries as a public service since 2011. He began working for a small private firm centered on indigent criminal defendants in October 2011 and then started his own firm in 2014. Luke has also taught family law at Inver Hills Community College for their paralegal program in 2013.
Jack Rice
Jack is really a storyteller and everything else rolls out from there. As a writer, it’s what he does. As a trial lawyer, it’s his most important tool. As a former CIA officer, the only way to truly motivate people is to connect and to tell them a story that they can feel viscerally. As a media analyst, what better way to make a point. In the end, he tries to captivate his audience about the world as much as he himself is captivated.
Eva Rodelius
Eva Rodelius is an associate attorney at Wilson Law Group where she focuses on family and criminal law. Eva served as an assistant city prosecutor in both Hennepin and Anoka counties before joining Wilson Law Group. Eva also served as Judicial Law Clerk to the Honorable Lawrence R. Johnson, Judge of Minnesota District Court. Eva earned her Juris Doctor cum laude from the University of Minnesota Law School with an emphasis in criminal law. While in law school, Eva worked as a supervising student attorney for the Civil Practice Clinic and the William E. McGee Civil Rights Moot Court, participated in the Juvenile Justice and Child Advocacy Clinic, and worked as a student certified attorney at the 10th Judicial District Public Defender's Office.
Eva graduated from Bethel University summa cum laude with a double major in Spanish and Philosophy. While in college, Eva studied abroad in Spain and volunteered with an after school homework program.
Don Zhou
Dongfa Zhou practices mainly criminal defenses include all charges ranging from petty misdemeanor to felony. Small portion of his other practices also include business litigation, family law, tax defense and immigration law.
Don Zhou is also a certified Chinese Mandarin interpreter by the Minnesota Supreme Court, qualified to interpret for both federal as well as state courts and translate court documents.
Don is a member of ABA and MSBA. He is a member of the MSBA immigration section, criminal law section and a member of the First Judicial District Bar, as well as a member of the Federal District Court bar and Federal Tax court.
Don is an attorney with Hongfa Law Firm. He has had a variety of experiences ranging from assistant professor in both China and US, taught legal research as an adjunct professor at William Mitchell College of Law and University of St. Thomas School of Law. He was once the director of technology at St. Thomas handling integration of legal technology and the teaching of law.
